You mean the zora boys mother? Yes, that is ruto, and the sages do not live forever, they become spirits in the end of OOT, at the credits it shows them flying across the sky. We all know that on the child timeline, after defeating Ganon, Zelda takes Link back to his childood, so all that happened when he was aldult aren't there anymore. We know that there was at least one water sage in Hyrule at around that time, and possibly two, if Ruto awakened following Ganondorf murdering the other which may or may not be her. There's absolutely no reason Ruto couldn't have gone to the Water Temple to become a sage in the child timeline Her entire motivation for going to the water temple was to help try and save the domain. What reason is there for her to go otherwise? Ruto awakened as a sage in the Water Temple trying to help her people. This doesn't happen in the child timeline, where she is only inside Jabu's belly. Her reason is that there was no Sage protecting the domain. Either she became the Sage and was killed by Ganondorf, or there was another Sage that was killed by Ganondorf that she would've inherited powers from.

I thought the consensus was that a Zelda timeline between all games is bull, while the only actual connections are for direct sequel games or spin-offs like Majora's Mask, Link's Awakening and Phantom Hourglass At most, I believe the references in-game are mostly just fan service.

According to legend those destined to awaken as sages won't do so UNTIL evil has taken over Hyrule and the hero of time has risen, for the prophecies in OoT are all about how they will rise up to fight alongside the hero of time and how the hero of time is marked by his ability to fight with the power of the sages.
The two are intrinsically connected you can not have one set without the other. In the child timeline Ganondorf never got to rise to power, his attempts were thwarted before they really began and as such evil never took control of Hyrule due to Link forgoing becoming the hero of time again. Meaning there was literally no need for the OoT sages to exist and nothing for them to do either since they exist to fight alongside the hero of time who doesn't exist in the child timeline.
Rauru is the only exception because he is part of the first group of sages the "ancient sages" who have actually nothing to do with that prophecy. Again you can't just say "Ruto became a sage to protect Zora's domain later on" since monument very clearly states she became a sage so she could fight along Link and Zelda to stop Ganondorf who had attacked Zora's domain.

Link is a hylian, which is a sort of a elf - human hybrid as far as looks go. Canonically, there are no humans , or elves in Hyrule where the games take place, so one could argue that the hylians are elves , but as far as the official canon goes, no, he is not an elf , but neither is he human.
